Issued to any Arkansas resident who is a retired member of the United States Army, Navy, Marine Corps, Air Force, Coast Guard, or National Guard.

Must be Arkansas resident who is a retired member of the United States Army, Navy, Marine Corps, Air Force, Coast Guard, or National Guard and Reserves.
