Transparency in Foreign Investment – Act 1020 of 2021

Act 1020 of 2021, The Transparency in Foreign Investment Act, requires two- and four-year state-supported institutions of higher education to submit to the Department of Finance and Administration and the Department of Public Safety an annual report by July 31st of each year that discloses:

  • Gifts valued at more than $250,000 the institution receives from a foreign source; and
  • Contracts valued at more than $250,000 the institution enters into with a foreign source.

Under Act 1020, the Department of Finance and Administration is required to post the disclosures that are received from institutions of higher education to its website.
